Those who are eligible, under the residency requirement or by having their wedding in a Catholic Church, to have a legally recognised wedding in Spain, need to contact the Civil Registry or District Court in the area in which the wedding will take place.
The Ministerio de Justicia has overall responsibility for marriage and will be able to provide details of the local office in the area in which you plan to marry. Therewebsite has a list of addresses for every region of Spain.
